Are (telepathic) True Emotion Mirrors supposed to stay with you as your spirit guides only?

No. They can, but it’s in no way a one-size-fits-all “supposed to” thing. I know of True Emotion Mirrors who are happily married, I think everyone does.

True Emotion Mirrors are supposed to be spouses in real life. Sometimes, they need to do stuff together before they meet, because the connection is near magical, but they are supposed to be together in real life, as soon as possible. 100%. IF THEY CANNOT, they’ll be with you in spirit, but that’s because they’re dead, not because they don’t want you as a spouse. (Don’t worry about that unless you KNOW they’re dead, it’s unlikely they’d come to you if they weren’t selfishly looking to be with you.)

ABSOLUTELY IGNORE EVERYONE who insists that True Emotion Mirrors (or twin flames for that matter) are not supposed to be together “in this lifetime.” They are people who don’t actually want a sexual relationship, and they love the idea of a love bond that exists beyond physicality. That’s their kink; your own True Emotion Mirror kink depends on what you both think is perfection. NEVER THINK your True Emotion Mirror relationship is anything but perfectly what you wish it to be, even if you wish it to stay in spirit only.

(Also, jealous people may not want you to meet, and it makes them feel good to insist that it’s never going to work out in physical life, and they want you to give up on it just to make themselves feel better. I RARELY throw the “they’re just jealous” line at people, because USUALLY it’s BS, but here, I feel it absolutely is about jealousy.)
