This is something for you to understand; if you feel someone who seems very capable and strong isn’t fighting for their space, the likelihood is that they have no intentions of staying where they are. If they don’t try to improve you, they’re not planning on staying with you. If they are not working on your relationship, it’s because they’re not planning on staying.

Currently, the situation works for them, or they are unsure how to move to the next stage of their life. If you are PUSHING THEM into a relationship or a job, they may be in it for easy sex or the easy money. If you are doing all the work in the relationship (whatever type it is), don’t be surprised if they’re in it because you made it easier for them to be in it than to leave it and for no other reason.
